With a slew of new projects either slated or hoped for downtown, the city is looking to create a roadmap that will ensure there's an overarching vision for their implementation.

The so-called Civic Precinct Master Plan will include guidelines for how to run the space in front of City Hall and address under-utilized area like Centennial Plaza, located near the Stanley Milner Library. It will work to connect the hub to Edmonton's river valley and the rest of the city's core.

"We have an opportunity to more fully integrate Churchill Square with… new and existing public gathering spaces to create a lively, year-round destination that adds to the vibrancy of our downtown," said Heather McRae, a Community Strategies Manager, in a press release.

Some impending changes in the region include projects like the downtown LRT connector, the new Royal Alberta Museum, the Quarters redevelopment project and the proposed downtown arena. Upgrades are also planned for the Winspear Centre, the Citadel Theatre and a nearby library.

Officials say the goal is to create something in keeping with the Edmonton Downtown Plan, which envisions an arts district that is the focal point of culture, pubic gatherings, festivals and other sources of entertainment.

"This is about placemaking - the deliberate planning, design and management of public spaces so they attract people of all ages in all seasons to gather, connect, and celebrate," said Peter Ohm, Manager Urban Planning and Environment, Sustainable Development department.

Public consultation were held on the issue last year, and asked respondents what they would like to see happen in the area.

The next step is to select the consultant who will spearhead the project. The master plan is expected to go before council in spring 2012.
