Monica Willier recounts the moments before her boyfriend Shawn Price was shot and killed by police over the weekend.

Willier told CTV News she was standing about 30 feet away when a junior police officer shot her boyfriend.

"It's hard its hard to sleep at night," she said. " That whole scene just plays back constantly."

An officer at the scene said they were trying to arrest Price, who was accused of attempted robbery, when he fought back.

Police said when they attempted to take him into custody, he allegedly tried to grab the gun from one of the officers.

"They told him he was under arrest and he said, 'under arrest for what'? and he just got angry and they tried to cuff him," Willer said.  "Last thing I remember looking (at) was the officer had his knee on Shawn, he was down on the ground, then I look away and then I hear a shot."

She admitted her boyfriend should have never fought back but knows the junior officer who shot Price is not credible as an officer. She said she knows what she witnessed.

"She (the officer) obviously panicked and didn't know what to do and got scared and you know what why have her on the force?".

Price recently escaped from a local halfway house, which resulted in a Canada-wide warrant being issued for his arrest. Friends and family said Price attempted to turn himself into police two weeks ago, but was turned away at police headquarters.

"Shawn went up to the door, pressed the buzzer and was told to come back in the morning," said Bobby Lasseter. "They don't take people between 10 p.m. and 7 a.m."

Police admitted that's contrary to protocol and are now investigating why it happened.

The Alberta Serious Incident Response Team are involved in the investigation of the shooting and will now be interviewing witnesses and the officers involved in the incident to determine if the actions taken by police were necessary.
